First, the note I sent them:

customer message: I created my PayPal account
today and paid for one transaction of $61.96 USD using a Visa credit
card. I tried to pay for a second item, which cost $56.00, using the
same credit card, but I got a message saying I could not pay using that
credit card and that I needed to verify my account with a bank account
number. However, the limits policy states that I can send up to $2000
before verifying my account.
And now, the response I received:

Note: If your transaction has been denied, you may be able to complete the transaction using another funding source.
(Those last two paragraphs were exact copies of the help article I'd already read before resorting to emailing them. >.<)
